Netherlands Plans to Shift More Freight from Trucks to Rail and Barges
๐ Intermodal TransportAugust 26, 2026
Six Dutch provinces have signed an agreement to improve freight coordination in the northeast, aiming to shift cargo from road transport to rail and inland waterways. The Northeast Corridor initiative focuses on intermodal transport, better use of existing infrastructure, and developing logistics hubs to address growing freight volumes and environmental pressures.
Six provinces in the northeastern Netherlands are joining forces to reshape how freight moves through their region. Groningen, Friesland, Drenthe, Overijssel, Flevoland, and Utrecht signed an agreement on August 21, 2026, establishing the Northeast Corridor, a coordinated approach to freight transport by road, rail, and inland waterway. The initiative aims to shift a larger share of cargo from trucks to rail and barges while making more efficient use of existing infrastructure. Growing freight volumes, limited space, and mounting pressure to reduce transport’s environmental footprint are driving the collaboration. Authorities in the six provinces acknowledge that these challenges cannot be addressed effectively by regions acting independently. The agreement does not commit the provinces to specific infrastructure projects or investment levels at this stage. Instead, it sets a strategic direction and launches a series of studies to identify which freight flows could realistically be shifted between modes and how available capacity can be used more efficiently.

Multimodal Strategy to Ease Pressure on Roads
The Northeast Corridor is designed to complement the Netherlands’ existing freight routes rather than replace them. According to the provinces, it could reduce pressure on other parts of the transport network by routing some freight flows through the country’s northeastern regions. The corridor forms part of the European North Sea-Baltic corridor and is expected to strengthen links between the northeastern Netherlands, North Sea ports, and international routes serving port hinterlands. Port Zwolle, which helped prepare the initiative, says combining road, rail, and water transport should strengthen the region’s logistics position and improve its links with the rest of the Netherlands and Europe. The plan’s clearest objective is to shift some freight currently transported by road to rail and inland waterway transport. The provinces have not yet specified how much cargo could be shifted or when this might happen. Their immediate task is to study freight flows and identify routes where changing transport modes would be practical. The cooperation will also cover intermodal transport, efforts to reduce logistics’ environmental impact, digitisation, innovation, and the development of logistics hubs. An official statement from Flevoland points to the possibility of making better use of available capacity on the rail network, in ports, and on inland waterways. The initiative is therefore not limited to building new infrastructure but focuses on coordinating and using what is already available across the region more efficiently.
Analysis Before Investment, Road Freight Remains Integral
For now, the agreement primarily sets a strategic direction rather than committing to concrete projects. It does not specify investment amounts or construction timelines. Over the coming months, the six provinces are expected to turn their shared agenda into an implementation programme. Studies will examine freight flows, infrastructure, spatial development, transport’s environmental impact, and the region’s economic opportunities. The results will then inform any future projects and investments. Port Zwolle says the implementation programme should include specific initiatives and studies to help determine where further investment in the corridor is needed. Although the partnership aims to shift more freight from road transport to rail and inland waterway transport, the corridor’s plans do not envisage eliminating road transport. Roads, railways, and inland waterways are expected to operate as parts of one multimodal system. The provinces will need to establish effective connections between the different modes so that their individual strengths can be used more efficiently. The analyses now being prepared will determine how much freight could actually be shifted from road transport to rail and inland waterway transport. The agreement sets no specific volumes or deadlines for such a shift. At this stage, the main change is not a restriction on road transport but an attempt to coordinate it more closely with rail and inland waterway transport across the six provinces.
