ADR 2027 Changes: New Battery Rules and Remote Training for Dangerous Goods Hauliers
βοΈ Regulation & ComplianceOctober 06, 2026
The new ADR 2027 agreement takes effect January 1, 2027, introducing major changes for batteries, hydrogen solutions, and driver training. Lithium-ion, lithium-metal and sodium-ion batteries in cargo transport units now have separate UN numbers, while remote and e-learning training becomes explicitly permitted.
A new edition of the ADR Agreement takes effect on January 1, 2027, bringing the biggest changes for batteries including lithium-ion, lithium-metal, sodium-ion and hybrid types, as well as those permanently installed in cargo transport units. The new rules also cover hydrogen solutions, marking and equipment, driver training and the instructions in writing. Hauliers, forwarders and consignors have little time left to adapt their procedures. The amendments to Annexes A and B of ADR enter into force on January 1, 2027, with a transitional period allowing dangerous goods to still be carried in line with ADR 2025 until June 30, 2027. From July 1, 2027, the new requirements become mandatory for everyone. Some changes come with longer transitional periods, in certain cases running until 2030 to 2034, but companies should not wait until the last minute as changes to classification, documents and marking mean that transport management systems, warehouse instructions and customer contracts all need updating. The most significant change for the industry concerns batteries installed in cargo transport units, such as containers housing energy storage systems or bodies with their own power supply.
π Key Metrics & Data
| Implementation Date | January 1, 2027 | ADR 2025 valid until June 30, 2027 |
| Battery UN Numbers | 3 categories | UN 3536, 3563, 3564 for different battery types |
| New UN Entries | 4 additions | Table A updated with new classifications |
| Training Format | Remote allowed | E-learning and remote delivery permitted |
Battery Classification and Hybrid Systems
Until now, batteries installed in cargo transport units were all covered by a single entry, UN 3536. From 2027, it is split into three separate classifications: UN 3536 for lithium-ion batteries installed in a cargo transport unit, UN 3563 for lithium-metal batteries installed in a cargo transport unit, and UN 3564 for sodium-ion batteries installed in a cargo transport unit. The split means shippers and carriers will need to review how they classify these loads and what they enter in transport documents. Cargo transport units carrying such batteries will also have to display orange plates showing the hazard identification number and the UN number, directly affecting the equipment of vehicles and containers. More batteries on the market now combine lithium-ion and sodium-ion cells, and ADR 2027 clarifies how to classify them in a new special provision 410, with such hybrid batteries assigned to UN 3480, UN 3481 or UN 3536. When carried under special provision 188, their rated energy must not exceed 100 Wh and must be marked on the outer casing. The rules for damaged or defective batteries are also changing under the new special provision 680, requiring consignors to give the loader and carrier a description of the conditions under which the packaging may be used and carried when lithium and sodium-ion batteries are carried in packagings under packing instructions P911 or LP906.
Hydrogen, Training and Operational Updates
The package reflects the growth of hydrogen technologies, with new special provision 413 dealing with liquid organic hydrogen carriers setting a threshold for traces of physically dissolved hydrogen at 0.5 litres of hydrogen per kilogram of LOHC, making it easier to classify these substances which are increasingly used to store and transport hydrogen. Another change in special provision 679 concerns composite pressure vessels designed for compressed hydrogen, which may now be carried filled with compressed nitrogen for servicing and maintenance within specified pressure limits. ADR 2027 explicitly allows remote training and e-learning for drivers in section 8.2.2, with initial training able to be classroom-based, remote or a combination of both, though practical exercises must still take place on site. Refresher training may be delivered as e-learning within defined limits. Chapter 1.3 will explicitly cover not only employees but all persons whose duties involve dangerous goods, including the self-employed. The wording of the instructions in writing is also changing, with current versions usable until December 31, 2027, after which drivers must carry the new version in the cab. Table A gets four new UN numbers, one entry is deleted, and around 185 other entries are amended, including diesel fuel where paraffinic fuels such as HVO are now covered. A change to section 1.1.3.6.3 reduces the maximum exempted quantity per transport unit from 50 kg to 20 kg for nine UN numbers in transport category 1, including ammonia and chlorine, with the transitional period for this change running until December 31, 2030.
Key Insights
- β’ADR 2027 takes effect January 1, 2027, with ADR 2025 rules valid until June 30, 2027 transition deadline
- β’UN 3536 splits into three categories: lithium-ion (3536), lithium-metal (3563) and sodium-ion (3564) batteries in cargo units
- β’Remote training and e-learning explicitly permitted for ADR driver training, with practical exercises still required on-site
- β’New hydrogen provisions, hybrid battery rules, and updated instructions in writing require TMS and documentation updates
